The Parliament has today approved legislation resulting from a Popular Legislative Initiative (ILP) that regulates associations of cannabis users, as well as the cultivation and transportation of marijuana by these clubs, following a debate in the chamber on its constitutional set.
All the groups of the Catalan Chamber have voted in favor, except the PPC, which has opposed, and the non-attached deputy German Gordo (expect), who has abstained, for which the Consumer Associations Law has been approved. Of Cannabis.
A pioneering law in Europe
This law sets the general rules for the constitution, organization, and operation of these associations and their clubs, which up to now were covered by municipal regulations. The text states that club members must be adults who will have to register in a registration book to account for the quantities of cannabis purchased and the corresponding dates.
The new law also provides measures for hygienic and sanitary control of the activities of the associations and the prevention of risks. Precisely, the Constitutional Court suspended in 2015 the regional law regulating in Navarra the consumption and supply of these clubs after the appeal of unconstitutionality presented by the Government to consider that it invaded state powers on criminal legislation, public safety, and health.
